Me too…can access existing IBook library, but nothing else. Not Top Charts, NYTimes, Featured, or Authors. Have shut down IPad, restarted, with no luck so did a total reset of IPad and still no luck. NOT HAPPY!!!!
First thing to do is to force quit the iBook app on the iPad. Force quit the app.
— Press and hold the Sleep/Wake button down until you see the red “power-off“ slider—but don’t slide this time. Instead, try pressing and holding the Home button for about five to six seconds, then release. This should force quit the ibooks and take you back to the Home screen.–
Next step is to switch off your Wi-Fi and then switch it back again. For those of you that have both cellular and wI-FI on your iPad, toggle between the two.
Try opening your iBooks and check if you are able to access the store..
I’m having the same issue as noted above of not being to access the store. I tried the fix suggested and it didn’t work. I did the fix steps in sequence.
All of a sudden I can not access the iBookstore. I can not access top charts, featured, or top authors. I can still access my iBook library though. I have restarted, shut down and reset my iPad Air 2 and nothing has worked. I have checked all my settings and turned my wifi on and off. No luck !
I can’t access anything from iBooks except my books. I even purchased 2 books on my laptop, downloaded them and they do not show up. None of the other options will work.
Update: 7/21 9 am Pacific time. Here is what we have found so far.
a) Here is what we have found so far.
1. Checked iPhone 5 running iOS 9.3.2 –> Was working perfectly with no issues..we were able to see the nytimes, top charts etc.
2. Checked iPad running iOS 10 public beta –> No issues, working OK just like the iPhone
3. Checked another iPad running iOS 9.3.2 –> Could only see my books and not the store content at all..Here is what we have done so far on this iPad.
A. Logged out of the iCloud account on iPad and rechecked books –> books store still did not show the top charts etc.
B. Checked Restrictions Settings > general > Restrictions …Toggled On & OFF no effect. Did make sure that iBooks was not restricted.
C. Reset iPad by holding Home and Sleep/wake button together for 15 seconds and let it cycle to a fresh start.
D. Checked iBooks > Still no results
E. Next Connected iPad to iTunes and checked for available software update. Found that iOS 9.3.3 was available. Did Not download onto the iPad
F. On the iPad, tapped on sETTING > general >Software Update and found that there was a new iOS 9.3.3 available as well for over the air activation. Did not download.
Now went back and checked the iBooks store and everything seems to working fine. Am able to access the store etc..see features and nytimes…
We think either the reset (home + wake/sleep ) did the trick…or there was a problem on Apple’s end that just got fixed.
Please do a reset and try again.
In the meantime, we plan on updating the iPad to iOS 9.3.3.
I had the same issue. I had to restart the iPad. Hold the home button and on/off at the same time. Do not let go until the apple icon comes on. Let it cycle. This fixed my iPad
I can’t see anything but My Books in iBooks on my iPad Air. I have installed the IOS 9.3.3 update, force-quit ibooks, and restarted the iPad. I opened a link to iBooks from an email, and that displays, but I can’t browse anything else in the store.
I can’t not accesses/ see the iBooks store on my iPad 2. I have tried multiple times turning off and on and force refreshes, toggling on and off the wifi, and I have update to the most current os available (9.3.3?). The book store works fine on my iphone6. Please fix this as soon as possible !!!
I tried the fixes, downloading IOS 9.3.3 and then doing the Home/Sleep/Wake reset. That seemed to work, until I downloaded a book. Now the screens are blank again and the reset does not work.

Had the same problem with my iPad mini and my wife’s iPad Air. Did the reset as first suggested by SK and it worked for my own but not for my wife’s. I had downloaded 9.33.3 earlier this evening but it made no difference. I’m going to try again with the other iPad to see if it works.
Tried hard restart but know that didn’t work as I had already tried before posting here. Tried again and did the 9.3.3 upgrade – didn’t fix anything. Did another reset again. Still not working.
Other ideas??
Settings >General >Reset Location and Privacy seems to be working for some.
I’ve discovered I can access the iBooks store through Bookbud to search, purchase and download but once the new purchases go to my library, I can’t see the store anymore.
The resetting of privacy and location didn’t work.
I found this on a apple support site. I had to try it a few times to get the timing right, but it worked for me

If you have iBooks open – close them.
Open them again and while little circle on top of iBooks left side (next to Wi-Fi bars) is spinning, (which indicates it’s loading the content) press Feature tab.
It should force the content of Feature tab to start loading.
Once it’s loaded all other tabs start working, but only until you go to “My books” tab.
When you’re in My books and everything is loaded and you press the Feature or any other tab it will not work/load.
So, looks like load of those tabs in iBooks store must be “forced” and only way to force the load is to press the Feature tab while that circle is spinning.
I haven’t been able to read my IBooks on my iPad since April( I can read them on my iPhone but am not screwing up my eyesight for Apple!) I am now buying all my books from kindle and kobo but if the iOS 10 update doesn’t fix it zone ant a refund on all my iBooks so I can buy them from kindle. Bloody ridiculous service !
We are having difficulty with our students downloading iBook textbooks. We go through the download process, it looks like it is 99% done..and quits.
If we sync to an iMac, we can completely download the book . Then we try to sync with the iPad and it LOOKS like it will work and then AGAIN…quits…
