Safari won’t close. Notice on screen indicates a support phone number for Apple that is not valid. I can’t clear notice.

I have had this issue before. Needed to reset by iPad by pressing Home button and sleep/wake button together for 15 seconds till the Apple Logo showed up. Once the iPad started, I went to Settings-Safari-and taped on ‘clear history and website data’ . On the next launch of Safari, it worked fine.
