I had this problem awhile back and was able to fix it with a forced restart which is just shut it down, wait a few secs and then key start and home button together about five or so time until the apple icon appears on the black screen, it then reboots on the screen until it starts up, solved it for me and is a good fix for a lot of little issues, Also you could go into your router interface with your router address and reboot the router internally should sort it if you have not tried it?
