I have done this update on my iPad Air and it just keeps going round and round in circles.
It says it’s complete, just a few more steps, slide to continue update, pin code, “hello”, pin code again, back to Update Complete slide to continue update, hardly lets me slide, it takes quite a few attempts and then it goes back to “Hello” and does the same process over and over again, I’ve tried probably 10 times.
Please help.

How can I remove ios9 from my iPhone 6? It has been downloaded . I do not wish to install it,
I installed ios9 in this iPhone 6s and also my iPad 2.
iPhone is happy but the iPad has stalled with a black screen, except for the circular iTunes symbol and an arrow pointing away from a likeness of the cord and plug of the recharge cord. I am not interested in iTunes. Never use it. Hence my puzzlement.
I have turned off iPad, tried your on/off button and desktop button simultaneously with no different result. Hoping for help, please.
