How to Fix Game Center Problems in iOS 9
- Tap Settings > Game Center > Your Apple ID and Tap Sign Out then Sign back in.
- Restart your device
- Force restart your device (iPhone or iPad) by pressing the Sleep/Wake (on/off) and Home buttons until you see the Apple logo.
- Tap Settings > General > Date & Time and turn on Set Automatically
If the simple tips above do not help you, you can try this. It seems that iOS 9.1 fixes this problem. But iOS 9.1 is not available to the public because it is in beta (that means that it is not finished and may contain bugs so be careful! –back up your device now) but you can still install iOS 9.1 beta by going to the Apple beta website.
This will give you access to both iOS and OS X betas. What you need is to register for the public beta. Then, after registering, you need to enroll your device. Enrolling your iPad/iPhone will enable you to receive the latest public iOS beta. After restarting your device, iOS 9.1 update will show show up (Settings > General > Software Update). So you can update wirelessly.
Update: Jan – 2016
This problem is still being experienced by many users. Some users have suggested in the comments of trying a different Apple id. There is also another option worth trying as this has helped some users.
Close all running apps on your device. Once you have closed the apps, switch on the airplane mode and then Power off the device. Wait for a few and Power on the device. Go to Settings > Game Center and log out of Game Center. Next, Disable your airplane mode and enable wi-fi. Now that you have the connection up and running, log back into Game Center from Settings > Game Center.
We are equally hopeful that Apple will provide a fix for this problem that has been going on for quite some time.

It Appears that with the release of iOS 9.3.2, the dreaded Game center bug has finally been fixed.
